Watering early in the day often makes practical sense: conditions are cooler, you can check plants before heat builds, and wet foliage has time to dry. It is not a rule that requires leaving a severely dry plant untreated until morning.
Put the root zone first
If a plant needs water, apply it carefully to the medium. Do not judge only by the clock. A shaded pot and a hanging basket can reach that point at different times even on the same patio.
Evening watering may fit your schedule, but avoid needlessly soaking foliage that will remain wet in cool overnight conditions. Direct the water where it is needed and allow normal drainage.
Build a checking habit
A regular inspection time helps you notice patterns without turning the inspection into an automatic watering. Some pots will be ready; others should be left alone. During unusual heat or wind, an additional check can be more useful than changing every pot's routine in advance.
The best time is partly the time when you can do the task attentively. Slow, targeted watering at a workable hour is generally more useful than hurriedly splashing all the containers at the theoretically perfect moment and never checking what reached their roots.
